Abstract: This paper analyzes the Program of Development of Community Cores that was implemented by the government of Jalisco
(2001-2007) from two perspectives. On the one hand, the case is examined in the light of the processes in which one finds
wrapped the social Mexican politics; on another hand, from the approaches of the public policies and the intergovernmental
relations. The experience is relevant on having realized of the structural problems of the public Mexican administration
and of some capacities of innovation in the management of the governmental programs with territorial approach.
